The study must determine the average net costs for collectors and recyclers. All services must be performed throughout the state of California and commence upon contract execution, with completion by May 31, 2028. The Illinois Environmental Protection Agency (EPA) is seeking a vendor to provide personnel, equipment, and supplies for household battery collections in municipalities with 10,000+ residents and all counties without such municipalities. The contract has an initial term commencing upon the last dated signature of the parties and ending on 09302028. The maximum total term of the contract, including any renewal terms and extensions, will not exceed 10 years. The vendor must provide a single drum for mixed battery types, and pick up and recycle the collected batteries. In areas without a drum, the vendor will organize one-day collection events. The vendor must follow all applicable state and federal regulations. Subcontracting is allowed, with specific requirements for subcontracts exceeding $100,000. The total price of the contract is firm. The vendor must provide separate invoices and written summaries for battery collections every 10 days. The vendor may submit quarterly invoices after contract execution, for startup costs not exceeding $250,000. The state may terminate the contract for cause or convenience. The contract is contingent upon the availability of funds. The vendor must maintain books and records for three years from the later of final payment or contract completion. If federal funds are used, the retention period is five years. The state may conduct background checks of vendors and subcontractors. The vendor must warrant that the supplies and services meet the contract requirements and comply with all applicable laws. The vendor must maintain insurance and provide a certificate of insurance naming the state as an additionally insured. The vendor must act as an independent contractor and not an agent or employee of the state. The vendor shall not employ any person employed by the state during the term of this contract. The vendor must comply with all applicable federal, state, and local laws, rules, ordinances, regulations, orders, federal circulars and all license and permit requirements. The vendor must be in compliance with applicable tax requirements and shall be current in payment of such taxes. The vendor must obtain at its own expense, all licenses and permissions necessary for the performance of this contract. The state may conduct, at its expense, criminal and driver history background checks of vendors and subcontractors officers, employees or agents. The vendor or subcontractor shall not impose a charge for audit or examination of the vendors or subcontractors books and records. Time is of the essence with respect to vendor performance. Any claim against the state arising out of this contract must be filed exclusively with the Illinois Court of Claims. The state shall not enter into binding arbitration to resolve any dispute arising out of this contract. The state of Illinois does not waive sovereign immunity by entering into this contract. The Texas Department of Criminal Justice (TDCJ) is seeking offers for goods and services. Offers must comply with all rules, regulations, and state statutes relating to purchasing. No substitutions are permitted without written approval. Offers must be submitted on the specified form, with unit prices shown. Delivery must be made during normal working hours unless prior approval is obtained. Offers are subject to negotiation.
