The New Mexico Health Care Authority is seeking proposals for a behavioral health assessment and feasibility study. The proposal due date is July 31, 2025. The study budget is capped at $1,000,000 in state funds, with no federal funds anticipated. The study must be completed before the 2026 legislative session, with flexibility for certain components. The use of subcontractors is permitted, with prior written approval from the awarding agency. The offeror must address the needs of youth and adults with behavioral health and/or brain injury needs. The state will provide data access, but the timeline for data access and completion of the feasibility study is important. The offeror must identify and document any federal authorities, block grant, or trust requirements. The offeror must identify New Mexico Medicaid staff responsible for providing data and information. The offeror must engage with stakeholders, including government officials, potential providers, and potential users. The offeror must engage NM tribal nations and pueblos as stakeholders. The offeror may include references from New Mexico Health Care Authority employees or other New Mexico state employees. The payment will be based on fixed monthly fees included in the cost proposal. Oral presentations or interviews are not part of the evaluation process. The monthly cost for each row in the table should correspond to a single month in the timeline.

Proposals must be submitted electronically via the Health Care Authority's electronic procurement portal, Bonfire, by July 31, 2025. The procurement process includes a sequence of events, including a deadline for submitting written questions, responses to questions, proposal submission, evaluation, selection of finalists, contract finalization, and contract awards. There is a 15-calendar day protest period after the award notification. Additional documents, such as an acknowledgement of receipt form, campaign contribution disclosure form, and a letter of transmittal, are required. The contract term is five months, and the study must be completed before the January 2026 legislative session.
