This is an Invitation for Bid (IFB) from the Texas Parks and Wildlife Department (TPWD) for enclosed boat storage space. Lease payments are made in advance at the beginning of each month, with the exception of September, when payment will be made no later than the 15th of the month. Late payments will incur interest in accordance with the state of Texas Prompt Payment Act.
The state reserves the right to make an award on the basis of low line item bid, low total of line items, or in any other combination that will serve the best interest of the state and to reject any and all bid items in the sole discretion of the state. TPWD will be the sole judge of best value, and contract awards will be based on best value criteria which may include, but are not limited to: best meets the goals and objectives of the solicitation, best meets the quality and reliability of the proposed services, effect of the proposed solution on agency productivity, provides the most customer-focused solution that will best meet the needs of the public, and experience in successfully providing services in this solicitation.
By signing this bid, bidder certifies that if a Texas address is shown as the address of the bidder, bidder qualifies as a Texas bidder as defined in title 34 TAC rule **** certifies that neither it, nor its holding companies or subsidiaries is listed in section 889 of the 2019 national defense authorization act, name of firm listed in section 1260h of the 2021 national defense authorization act, or owned by the government of a country on the U. S. department of commerce's foreign adversaries list. Past performance will be measured based upon pass/fail criteria, and respondents may fail this selection criterion for certain conditions such as a score of less than 90 in the vendor performance system or having contracts cancelled in the previous 12 months for nonperformance.
TPWD reserves the right of inspection and may reject a location based on neighborhood crime rates and adverse building conditions. TPWD will coordinate site inspection with the respondent during the evaluation period if necessary.
