Delivery is requested ASAP after notice of award, receipt of purchase order, or authorized calls for delivery. Bidders guaranteed delivery is days. Note: delivery time may be a factor in determining the winning bidder.

County terms of payment are 2 10 net 30. Bidder may offer alternate terms here: discount and alternate terms will not be used in award determination.

Bidder must warrant that the goods shall be delivered free of the rightful claim of any third person by way of infringement of patents, trademarks or copyright.

Award shall be made to the responsive and responsible bidder with the lowest total evaluated bid price.

The bidder must be capable of performing electrical system testing on gasoline and diesel powered light, medium, and heavy duty vehicles. The bidder must be capable of interfacing with county owned software while performing diagnostic services on heavy duty diesel vehicles. All work shall be performed by ASE certified technicians. The bidder shall provide a minimum of five 5 references demonstrating experience performing services of a similar nature and scope.

Should the vendor fail to perform as required by the specifications, the county may cancel the order and terminate the ordercontract. In such event, the county will assume no responsibility for, nor will it reimburse the vendor for any expense or loss to the contractor because of such termination or cancellation.

Samples: When required must be delivered prior to the bid opening and free of charge. Samples will be returned at bidders expense and bidder is required to arrange for pick up.

Vendors protesting or disputing bid specifications must do so in writing during the bid opening period prior to the due date to be considered. Such protests must be in the possession of the bureau of purchase and supplies three working days prior to the bids opening.

Failure to complete this bid in its entirety may result in disqualification. Late bids will not be considered.

Proposals must be submitted before 16:00 on May 29, 2026.

The BPA holder shall submit a summary invoice at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period. The invoice shall identify the delivery tickets covered therein, stating the total dollar value, and supported by recent copies of the delivery tickets.

A minimum 90-day labor warranty is required on all work, along with the full manufacturer warranty on installed parts.

The government intends to award a BPA based on initial quotations, without holding discussions, although discussions may be held if there is a need. Award will be based on acceptable quotations with fair and reasonable prices, technical acceptability, and responsibility determination.

Qualified automotive service providers are sought. Quoters must demonstrate ability to perform, including having a project manager fluent in English, operating an established business in Ecuador, starting SAM registration, providing past performance and references, possessing necessary personnel, equipment, and financial resources, holding required licenses and permits, and describing their garage facilities with safety features. A written quality assurance plan is also required.

If the BPA holder refuses to accept orders or furnish quotations in compliance with the terms of the agreement, it is likely that the government will cancel the agreement.

The embassy estimates that the volume of purchases annually through this agreement will be from US$2,**** to US$40,000. 00. The total amount ordered under this agreement life will not exceed US$350,000.
