The Brazilian Army Commission in Washington (BAC) is conducting an online reverse bid auction for international maritime transportation services. The deadline for submitting proposals is August 26, 2025, at 11:59 PM Eastern Time. The evaluation criterion is the lowest price per item. The framework agreement is valid for 12 months and may be extended. Bidders must be registered in the BAC supplier database at least three business days prior to proposal submission. Additional documents for legal, technical, and economic-financial qualification may be requested after the bidding phase. The winning bidder will be required to sign a framework agreement within 15 calendar days. Appeals must be submitted within three business days of notification. The deadline for completion of the transportation, characterized by the arrival of the cargo at the destination port, shall be within sixty 60 calendar days from the contractors acceptance of the service order. This deadline may be extended for up to thirty 30 calendar days, provided the extension is justified by the contractor.
Payment will be made after the complete provision of the service. The service shall be considered fully performed upon the unloading of the cargo at the destination port, together with all documentation required for customs clearance, which must be provided by the winning contractor.
The evaluation criterion will be the lowest price per item.
All companies whose documented business activities are compatible with the object of this rfq and that are previously registered in the international procurement registration system sicoi of the brazilian army commission in washington may participate in this electronic reverse bid auction.
Failure to comply with the above provision may result in disqualification during the qualification stage. Noncompliance with contractual obligations may result in sanctions, including warnings, fines, suspension from bidding and contracting, and declaration of ineligibility to bid or contract.
There is no requirement for a prior site inspection by the bidders at the location where the services are to be executed.
The deadline to file an appeal is 3 three business days, counted from the date of notification or the issuance of the minutes.
