The bid notice states that all proposals must be in the hands of Mark Zemaitis, Director of Engineering, Peters Township, 610 East McMurray Road, McMurray, PA ****, before 11:00 a. m. prevailing time on Friday, May 1, 2026.

The bid notice states, Unless otherwise stated in the bidding documents, the contract, if awarded, shall be awarded to the responsible bidder who submits the lowest responsive bid.

The bid notice mentions a Responsible Bidder Questionnaire and requires a valid State of Alaska business license, State of Alaska contractor license, and Municipality of Anchorage contractor license. It also requires a SAM report or verification from sam. gov. The Municipality of Anchorage states, The following documents are required within five 5 working days of notification by the purchasing office. Failure, in whole or in part, to submit the documents required below may be grounds to determine the bidder as nonresponsible.

The bid notice states, The owner may withhold from any progress payment the sum of **** per day as liquidated damages for each and every calendar day that the substantial completion date is delayed beyond the contract completion date. The owner may withhold out of any progress payment the sum of 500 per day as liquidated damages for each and every calendar day that the final acceptance date is delayed beyond the contract completion date.

The bid notice states, Estimated construction cost: between: 500, 001 1, 000, 000.

Sealed bids will be received until May 12, 2026, at 9:45 am.

Payments to the contractor shall be made by owner upon satisfactory approval by the architect in direct proportion to work completed. A minimum of five 5 percent of the total contract price shall be retained by the owner.

Contractor warrants and guarantees that all work will be in accordance with the contract documents and will not be defective. The correction period is one year after the date of substantial completion.

Owner shall consider compliance with prescribed requirements, qualifications of bidders, and price to determine the lowest responsive and responsible bidder for award.

Bidders may be required to submit evidence that they have a practical knowledge of the particular work bid upon, and that they have the financial resources to complete the proposed work.

If contractor fails to perform the work within the contract time stipulated, contractor shall pay owner as liquidated damages 0. 1 of the contract amount per calendar day of default, or **** per day, whichever is greater.

There will be a prebid meeting on April 28, 2026, at 10 am at City of Kenner Building D Auditorium.

Contractor shall submit shop drawings and samples to engineer for review and approval in accordance with the acceptable schedule of submittals.

Questions received less than ten 10 working days prior to the date for bid opening will not be answered.

The deadline for submitting SOQs is May 6, 2026, at 2:00 PM Arizona Phoenix time. The contract length of service is estimated to be 730 calendar days, starting from the notice to proceed.

The compensation type for this contract will be lump sum. The nonnegotiable fixed fee for this contract, and any applicable extensions, has been established at 10.

SOQs will be evaluated and selected based on the criteria outlined in sections V and VI of the RFQ package, which include project understanding and approach, project risks and schedule, project team experience and availability, and past performance.

Submission of the SOQ requires the prime consultant to be prequalified with ECS. Consultants who intend to submit an SOQ must successfully submit a prequalification application to ECS no later than April 24, 2026, at 2:00 PM Arizona Phoenix time.

Failure to comply with requirements, such as format, submittal guidelines, or conflict of interest policies, may result in the rejection of an SOQ or termination of the contract.

Site visits are required in accordance with the requirements of the Dictionary of Standardized Work Tasks (DSWT).

The notice does not mention the submission of samples.

The notice does not specify a deadline for challenges or protests related to the SOQ submission process, other than stating that interested parties who did not propose are not permitted to protest the department's selection.
