Harris County Department of Education (HCDE) is seeking proposals for paving, asphalt, and concrete services. This procurement includes two components: a maintenance component (****) and a job order contracting component (TGC ****). Proposals are due by June 18, 2026, at 2:00 PM CT. Vendors must respond to both components. The maximum annual aggregate contract price for the entire cooperative program is $200 million. Job orders exceeding $500,000 require approval from the governing body of a CP member that is a governmental entity. Vendors are encouraged to be self-performing; general contractors are discouraged. Evaluation will be based on best value, considering pricing, vendor reputation, quality of goods/services, safety record, and financial capability.
Proposals are due by Thursday, June 18, 2026, at 2:00 p. m. , Central Time. Proposals received after this date and time will not be considered.
Vendor receives payment directly from the CP member after delivering products/services and invoicing. All pricing from any contract awarded pursuant to this rfp is fixed pricing. No pricing structure that charges the cost of the product or service plus a percentage of cost is allowed.
All products and/or services provided must be warranted to be free from defects in material, workmanship, and design for a period of one year upon acceptance or payment.
Awards will be made to responsible vendors whose proposals are determined to be the best value to HCDE and CP members. Evaluation criteria include pricing, vendor reputation, quality of goods/services, safety record, and financial capability.
Vendors must be responsible, meaning they have adequate financial resources, can comply with delivery requirements, and are qualified, established firms regularly engaged in the type of business providing the listed products/services.
A vendor may appeal HCDE's award if the appeal is based on deviations from laws, rules, regulations, or HCDE board policies. A complaint/appeal form must be submitted to HCDE's director of choice partners by the close of business on or before the 15th HCDE business day after award of the contract.
A vendor may be disqualified for collusion, illegal activities, non-compliance with existing contracts, or if their proposal is considered non-responsive due to deviations or conditional clauses.
The maximum annual aggregate contract price for all contracts awarded under this CSP for the entire CP cooperative program is $200 million.
