Proposals are due by July 30, 2026, at 1:30 PM EST.

Payment will be made by electronic funds transfer (EFT) in accordance with the prompt payment act. Invoices shall be submitted electronically via Tungsten.

The contractor warrants that the items delivered are merchantable and fit for use for the particular purpose described in the contract.

The contractor or subcontractor shall be an approved reseller and manufacturer-authorized technician for Genetec Physical Access Control Center and HID Smart Card Readers for the duration of the contract term. Personnel require favorable background investigations.

Failure to comply with personnel security requirements may result in termination of the contract for default.

The total estimated value is $21,250,****.

The Essex keypad has a limited lifetime warranty.

This acquisition is set aside for small business concerns. The small business size standard is 750 employees.

Bids are due by Wednesday, August 5, 2026 @3:00 PM.

The omission of payment terms and/or other information on bid replies may subject it to disqualification.

The college reserves the right to award by item, combination of items or lot.

In case of failure to make delivery or deliver goods not in accordance with specifications, the college may hold the bidder liable for the difference in cost or ten percent of the bid amount as liquidated damages.

Samples must be submitted with quotation when a substitute material is quoted.

Deliveries will not be accepted after 3:30 p. m. local time. No deliveries will be accepted on government holidays. The overall contract delivery period is 120 calendar days from the date of award for all items.

Payment will be made by electronic funds transfer through the Wide Area Workflow (WAWF) system. Invoices must be submitted electronically. Final invoices should be marked as final in WAWF only after all items of each CLIN have been delivered and received.

The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale at no additional cost. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services. The contractor shall provide a copy of its standard commercial warranty if applicable with its offer. The warranty covers a period of months (offeror to insert number).

Award will be made on a lowest price technically acceptable basis.

Offerors must be registered in the System for Award Management (SAM). Quotations that take exception to the terms and conditions of this solicitation may be rejected. Offerors are encouraged to submit published pricing, historical pricing data, or other information to support the governments price analysis and determination of fair and reasonable pricing. Quotes will only be accepted from authorized resellers who have provided a letter of authorization.

Quotations submitted without OEM authorization documentation may not be considered for award. Taking exceptions to the solicitation terms and conditions may lead to rejection.

Delivery is required on or before October 30, 2026.

Payment will be made by Wide Area Workflow (WAWF) system. Specific document types for payment requests and receiving reports are detailed in the contract.

The government will award a purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered, on a lowest price technically acceptable (LPTA) basis.
