The bid closing date is July 30, 2026, at 02:00:00 PM CT.

The contractor shall guarantee all public improvements for a period of one 1 year after the date of final acceptance by the city.

The intent is to award a primary contract based on low bid that meets or exceeds specifications.

Bids are solicited from qualified contractors.

If a bidder refuses to enter into a contract, the city of Grapevine will retain the bid security as liquidated damages, but not as a penalty.

A site visit to observe the entire scope of the project is recommended. It is each individual contractor's prerogative to visit the site. There is no scheduled site visit organized by the city.

All questions regarding the terms, conditions or specifications of this bid must be submitted by 10:00 a. m. CT, July 22, 2026, through the eBid system.

Proposals are due by Wednesday July 29, 2026, at 2:00pm.

The award shall be made on a tradeoff basis, and contract award will be made to the offeror whose proposal conforms to the solicitation and is determined to be best value to the government.

To be eligible for evaluation, proposals must be prepared in accordance with and comply with the instructions given in the solicitation, section L.

Proposers must provide specific information on experience, licensing, bonding, insurance, certifications, and training. They must also demonstrate regulatory experience, utility management certifications, and financial capability. Provide specific information concerning the proposers experience with the services specified in this rfp.
