Bids are due no later than August 12, 2026, by 2:00 PM. The contractor shall commence work no later than ten 10 days after the notice to proceed and achieve substantial completion no later than one hundred and fifty 150 calendar days.

HCWA shall make progress payments to the contractor on account of the contract price within thirty 30 days following receipt of each invoice. Ninety percent 90 of the contract price for work satisfactorily completed will be paid, with retainage withheld until substantial completion.

A five 5 year workmanship warranty and manufacturer's paint warranty covering peeling, blistering, flaking, and loss of adhesion are required.

HCWA intends to award a contract to the lowest responsible, responsive bidder meeting all specifications of the bid.

Contractor qualifications include a minimum of five years of commercial painting experience, being licensed to work in Georgia, maintaining general liability and workers compensation insurance, and providing three references for similar completed projects.

The contractor shall pay HCWA the sum of **** per day for each calendar day of unexcused delay in achieving substantial completion, and $1,**** per day for each calendar day of unexcused delay in achieving final completion.

A pre-bid non-mandatory site visit has been scheduled for August 5, 2026, at 10:00 AM EST.

Bidders are required to request clarification from HCWA no later than ten 10 working days prior to the bid opening. The deadline for questions is August 10, 2026.

Communications with any person other than Gene Smith may result in the rejection of your bid. Unauthorized contact with HCWA staff or officials may disqualify the bidder. Errors in math on the bid form are grounds to deem a bid nonresponsive and reject the bid.

The proposal is valid for 30 days due to price increases. McDonough Mechanical Services Inc. will hold title to any materials provided by them until all balances and money owed have been paid. Not included are any permits, fees, or premium time allowances.

Sealed bids received late will be returned they will not be opened nor considered in the evaluation of the bid. Payment will be made by Electronic Funds Transfer (EFT). The contract is exempt from Japanese consumption tax.

The government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical capability and price (lowest price quote).

The contractor shall provide an operator certified to maneuver the gantry crane and must submit proof of certification. The crane must meet minimum specifications including a maximum load capacity of at least 30 tons and a specific effective height and width.

Submissions that omit required information, contain ambiguities, or are incomplete may not be considered. Quotations must be on an all or none basis; partial or incomplete quotations are ineligible for award.
