Construction Lift Biddings - Procurement Opportunities

The project involves repairing the foundation of three automotive lift posts at Building ****, White Sands Missile Range, New Mexico. The work must comply with all applicable state, local, and federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. The project includes removal, storage, and replacement of the existing automotive lift, sawcut and removal of portions of the existing reinforced concrete slab foundation, preparation of subgrade, and installation of the new steel reinforced concrete foundation. The government requires the construction of a new bypass lift station at Eielson AFB, Alaska. Work includes installing a new fiberglass wet well, pumps, valves, and a bypass line. A utilidor addition with an access hatch will be constructed. The lift station basin will be installed on tremie slabs with secant pile walls due to the shallow water table and groundwater contamination. The new lift station will alternate use with the existing one. Electric heat tape will be installed around new piping, and existing breakers will be replaced. The site will be regraded and disturbed areas repaired.

Sealed bids for Onsite lift station phase 1 are being received electronically or at the office of LJA Engineering, Inc. until 2:00 PM local time, Thursday, May 15, 2025. A non-mandatory pre-bid conference will be held remotely on Thursday, May 8, 2025, at 2:00 PM local time. Each bid must be accompanied by a bid bond or a certified or cashier's check. Bidding documents can be examined at specified locations or obtained upon payment. Bidders must register and obtain bidding documents on the website for the required payment amount to submit an electronic bid. The owner reserves the right to reject any or all bids and to waive all defects and irregularities in bidding or bidding process except the time for submitting a bid. The requirements of subchapter j, chapter 552, government code, may apply to this bid.

The tender requests the rental of four air compressors, four regenerative air dryers, and four air receivers. Vendors must certify that the equipment meets the specified capabilities and responsibilities. Delivery is required by June 13, 2025. The contractor is responsible for delivery, removal, repair, preventative maintenance, service technicians meeting security requirements, and providing contact information on the equipment. The government is responsible for operators and basic maintenance. The government reserves the right to return the units at any time with 24-hour notice. New or used equipment may be provided, with used compressors having no more than 8,000 operating hours. The equipment must be outfitted with suitable attachments for overhead lifting, marked with gross weight, and include a lifting sketch. Safety requirements, including adherence to OSHA and Norfolk Naval Shipyard's safety program, are outlined. The contractor must obtain a DBIDS credential. Contractor labor hours must be reported via ECMRA. Use of portable electronic devices is prohibited in submarine spaces.
