The government anticipates issuing a 100% small business set-aside award for the procurement of one 30ft x 60ft
concrete mooring oat. Offerors must complete blocks 12, 17, 23, 24, and 30. Offerors must provide a completed and signed SF ****, quality assurance/quality control plan, PCI precast prestressed
concrete institute certification, and drawings of the
concrete oat. Questions regarding the solicitation must be submitted 2 days prior to the offer due date. Proposals will be evaluated according to FAR 52. 2122. The government reserves the right to make a single award to the offeror whose proposal is considered in the best interest of the government. Proposals with less than the entire effort specified may be unacceptable. All proposals must note any exceptions from the solicitation's terms, conditions, specifications, and/or statement of work. The deadline for delivery is no later than November 19, 2025. Site visits are required to measure specific pylon locations for
mooring collar installation. The contractor will provide the government with their quality assurance/quality control plan, PCI precast prestressed
concrete institute certification, and drawings of the
concrete oat. The government representative will perform site visits to ensure requirements are met. Delivery will be provided by contractor's towing service via waterway through the Hood Canal to Naval Base Kitsap, Bangor, WA, at the security boom, and transferred to the port's workboats for
