The award will be made on a best value basis, considering experience and past performance (40%), management, proximity, and operational approach (40%), experience in sustainable design, energy efficiency, and certification tracking (10%), and pricing (10%).

Respondents shall be of known reputation and have sufficient experienced and qualified personnel to adequately perform the prescribed service. They must also demonstrate experience with similar projects, particularly with public entities.

Failure to comply with submission requirements, including providing all requested documentation, submitting in the correct format, and meeting deadlines, may result in disqualification.

The deadline to submit SOQs is July 16, 2026, 3:00 PM.

The City will evaluate SOQs based on relevant experience, technical approach, team qualifications, cost realism, and demonstrated ability to deliver integrated engineering and/or nonengineering solutions.

The City encourages SOQs from qualified entities including civil and environmental engineering firms, technology providers, marine contractors, environmental consulting firms, and operations and maintenance service providers.

Proposals must be submitted prior to 2:00 p. m. on Wednesday, July 22, 2026.

Invoices will be processed for payment when approved by the appropriate division's project manager or designee. The county's payment of an invoice shall not constitute evidence of the county's acceptance of the proposer's performance.

The CMAR services will include providing all warranty services.

Proposals will be evaluated based on multiple criteria including approach to project, experience and expertise, scheduling and cost control, local status, WMBE certification, surveys of past performance, timely completion, and interviews.

Prime contractor must be a state of Florida certified general contractor, in business for a minimum of 10 years, possess a Polk County local business tax receipt, and have CMAR experience.

Failure to follow instructions could result in disqualification. Violating the code of ethics may lead to disqualification. Employment of unauthorized aliens is a violation and grounds for termination.

A mandatory site visit will immediately follow the mandatory pre-proposal meeting on Thursday, June 25, 2026.

A written protest must be in the possession of the procurement division within three working days of the notice of recommended award mailing date.

Proposers may be disqualified for failure to follow instructions, communicating with county staff outside of designated channels, submitting a false certification, or employing unauthorized aliens.

The estimated construction cost is $15,884,****.

Certified itemized invoices are to be submitted to the accounts payable department by the 10th of each month.

The award will be made to the firm which scores the highest number of points based on qualifications and experience (20 pts), past performance (20 pts), technical capabilities (20 pts), current workload (10 pts), and pricing (30 pts), and whose costs are deemed reasonable for similar work.

Proposers must have a professional engineer (P. E. ) licensed in Louisiana review plans, hold a current Class IV certified operator license in water distribution systems, and a state-licensed plumber with WSPS endorsement. They must also have five or more years of experience providing backflow prevention/cross-connection control services to government entities and provide three reference letters from governmental entities.

Failure to provide all required information, including the required signature page, may result in rejection of the submittal as nonresponsive. Proposals received after the closing date and time will not be considered.
