Polk County is seeking a Construction Manager at Risk (CMAR) for a new warehouse and fleet facility. A mandatory pre-proposal meeting and site visit are scheduled for June 25, 2026. Proposals are due by 2:00 PM on July 22, 2026. Questions must be submitted in writing by July 7, 2026. The estimated construction cost is $15,884,134. 00. The project includes preconstruction and construction phases. Proposers must be Florida certified general contractors and have been in business for at least 10 years. Electronic submissions are accepted via Kiteworks, with a link requested 48 hours prior to opening. Failure to follow instructions may result in disqualification.
Proposals must be submitted prior to 2:00 p. m. on Wednesday, July 22, 2026.
Invoices will be processed for payment when approved by the appropriate division's project manager or designee. The county's payment of an invoice shall not constitute evidence of the county's acceptance of the proposer's performance.
The CMAR services will include providing all warranty services.
Proposals will be evaluated based on multiple criteria including approach to project, experience and expertise, scheduling and cost control, local status, WMBE certification, surveys of past performance, timely completion, and interviews.
Prime contractor must be a state of Florida certified general contractor, in business for a minimum of 10 years, possess a Polk County local business tax receipt, and have CMAR experience.
Failure to follow instructions could result in disqualification. Violating the code of ethics may lead to disqualification. Employment of unauthorized aliens is a violation and grounds for termination.
A mandatory site visit will immediately follow the mandatory pre-proposal meeting on Thursday, June 25, 2026.
A written protest must be in the possession of the procurement division within three working days of the notice of recommended award mailing date.
Proposers may be disqualified for failure to follow instructions, communicating with county staff outside of designated channels, submitting a false certification, or employing unauthorized aliens.
