Proposals must be submitted by 5:00 PM MST on July 31st, 2026.

Proposals will be evaluated based on company background, team personnel and technical expertise, project approach and proposed schedule, previous projects similar in scope, sewer cleaning CCTV equipment, and cost proposal. The cost proposal is weighted at 50% of the score, and all other criteria are weighted at 50% combined.

The proposal should contain information showing how your firm is the most qualified to provide the services to meet the goals of the project in the required time frame. Quality personnel are a key component to the successful completion of the project and will be an important factor in the decision for awarding this contract.

A presubmittal conference will not be held for this project.

Contacting other Mesa County departments by your firm will be considered grounds to disqualify your firm's response to this RFP.

Quotes must be received no later than 1:00 PM EST on Tuesday, July 28, 2026.

The award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, using technical acceptability, past performance, and price.

Offerors must demonstrate a clear understanding of the requirement, have relevant past performance, and meet minimum solicitation requirements. Registration in SAM. gov is required.

A site visit is highly encouraged and expected prior to submission of quote. It will be conducted on Wednesday, July 22, 2026, at 8:00 AM EST at **** Bruce B. Downs Blvd. , Tampa, FL ****, in the lobby of the SCI building.

Failure to provide required information, such as past performance references or the LOS certification, may result in rejection of the offer. Willfully misrepresenting a company's SDVOSB/VOSB status can lead to debarment.

Quotes must be submitted by electronic means for consideration of award. The offer due date is July 30, 2026.

Payment will be made by electronic funds transfer through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Payment requests must be prepared in accordance with, and contain all elements specified in, the contract payment clause.

The government intends to award as a firm-fixed price requirement to the responsive responsible quoters providing the best value to the government, considering both price and non-price factors. The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.

Offerors shall have an active registration in the SAM database. Vendors shall confirm contractor employees assigned to this purchase order can provide a present real ID, passport, or federal employee/military veteran ID card for entry. Verification that services shall be performed by a certified plumber with a positive record of working with federal or VA state agencies is required.

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Quoters must submit all questions within five 5 days of the issuance of this solicitation.

Contractors who do not respond to all requirements included in the instructions to offerors may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.

Bids must be received on or before August 3, 2026, at 11:00 AM.

Progress payments will be made based on applications for payment, with 95% of work completed paid and 5% retained. Upon substantial completion, 99% of work completed will be paid. Final payment is made upon final completion and acceptance.

The contract includes post-completion warranty and corrective work provisions, with the contractor providing warranties as specified.

Award will be to the lowest eligible and responsible bidder, with the city considering the reasonableness of prices proposed.

Bidders must be qualified contractors and demonstrate adequate staffing, equipment, and availability. They must also certify they can furnish labor that works in harmony and that all employees have completed a 10-hour OSHA construction safety course.

If a selected bidder fails to execute the agreement or furnish required documents within ten business days, the city may award to another bidder. Liquidated damages may apply if a bid bond is forfeited.

Bidders represent that they have visited the site and are familiar with local conditions. Failure to examine the bid documents and site will not relieve bidders from their obligations.

Bids may be rejected if they are nonresponsive, contain unrealistic prices, or substantially deviate from the city's estimate. Contacting city representatives outside of the prescribed process may lead to disqualification.
