The government anticipates awarding up to five firm-fixed-price purchase orders, each not to exceed $200,000. 00. The program brings recently tenured academic research professors to ONR for a one-year fellowship. This is a two-phase procurement. Phase 1: Initial nomination package due July 3, 2026, **** EDT. Phase 2: White paper submission for finalists only, due July 20, 2026. Fellows will provide technical feedback, spend time at ONR facilities, submit a written report, and share knowledge to amplify ONR's mission and build the talent pipeline.

Nominees must be a United States citizen or permanent resident and be a tenured associate professor by September 1, 2026, or a full professor promoted within the last two years.
