Camp Preparation Government Bids & RFPs

The contractor is required to commence work under this contract within 10 calendar days after the date the contractor receives the notice to proceed and complete the entire work not later than 220 calendar days after notice to proceed.

The contractor may request progress payments monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished that meets the standards of quality established under the contract, as approved by the contracting officer.

The winning contractor shall be responsible for all work and warranties for one 1 year after contract completion and acceptance.

Award will be made to the offeror representing the best value to the government, based on technical approach, price, and past performance. Award will not necessarily be made to the lowest priced offeror, and tradeoffs will not be conducted.

All responsible sources may submit a quotation which will be considered by the agency. The acquisition is set aside for small business concerns.

There are two site visits scheduled: one on Tuesday, May 12, 2026, at 9:00 am Mountain Time for the Tanglefoot, Big Springs, and Jacob Lake Work Centers, and another on Wednesday, May 13, 2026, at 10:00 am Mountain Time for the Tusayan Ranger Station Complex.

Questions are due by Tuesday, May 19, 2026, at 12:00 noon Mountain Time.

Offers providing less than 90 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.

The period of performance is 60 calendar days after issuance of the notice to proceed.

Any reference in the specifications to guarantee period services or warranties outside of the one year warranty period in accordance with FAR **** Warranty of Construction shall be omitted and not considered for development of the bid.

Award may only be made to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the government, considering only price.

This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. To be considered eligible to receive award of a resulting contract, bidders must be certified as SDVOSBs by the U. S. Small Business Administration (SBA) and listed in the SBA certification database at the time of bid submission and at time of award.

A formal site visit has been scheduled for this project. Please review the site visit information on attachment 9. This will be the only opportunity for potential bidders to visit the site.

Failure to be certified as an SDVOSB at the time of bid submission and at time of award will result in the bid being deemed nonresponsive. Failure to acknowledge an amendment may result in the bid being deemed nonresponsive.

The magnitude of construction is between $250,**** to $500,****.

The contract duration will be 730 calendar days after notice to proceed, to include inspection and punch list.

Award will be made to the responsible bidder whose bid conforms to the solicitation and is most advantageous to the government, considering only price and price related factors.

Bidders must be registered in the System for Award Management (SAM). The North American Industry Classification System (NAICS) code is ****, with a small business size standard of $45,000,000 average annual revenue for the previous five years.

The location for the pre-bid site visit conference is Building ****, Leaders Club, Camp Santiago, Salinas, PR.

By submission of an offer and execution of a contract, the bidder/contractor agrees that in performance of the contract for general construction, it will not pay more than 85 percent of the amount paid by the government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.

The magnitude of construction is between $10,000,000 and $25,000,000.
