The barge must be ABS classed and meet USCG requirements. The barge contractor must implement a careful weight estimating and monitoring procedure. The contractor must conduct an inclining test and deadweight survey. The government will provide the necessary information for the electronic tank level monitoring system within 21 days of receipt of the request. The government will prepare the asbuilt damage stability, intact stability, and loading conditions upon completion of the barge and receipt of the ABS approved inclining test and deadweight survey. The contractor must request a simplified stability letter from ABS. The contractor must conduct a noise and vibration survey. The barge and its component parts shall undergo testing and trials in accordance with section c900 of the contract. The barge contractor shall provide a customized software program to be used onboard the barge to monitor stability and strength. The contractor shall be responsible for all additional costs associated with applications, additional plan submittals, and inspections required to obtain such certification/documentation.
