The City of Atlantic City is seeking proposals for professional appraisal services for unclaimed tangible personal property, specifically jewelry and foreign currency. The services include identification, cataloging, authentication, and appraisal. Proposers must have at least five years of experience and relevant certifications. A conflict of interest clause prohibits appraisers from participating in the subsequent auction of the appraised property. Proposals are due electronically by June 23, 2026. Proposals shall be received by the City of Atlantic City on Tuesday, June 23, 2026, at 10:30 AM prevailing time electronically.
The evaluation criteria include qualifications and experience, competitiveness of rates fees and expenses, ability to perform the required services in a timely manner, and references.
Proposers must possess at least one of the following: Graduate Gemologist (GG) certification from GIA, Accredited Jewelry Professional credentials, membership in NAJA or ASA with jewelry specialization, or equivalent nationally recognized appraisal credentials. A minimum of five years of professional jewelry appraisal experience is also required.
A business organization that fails to provide a copy of a business registration as required, or that provides false business registration information, shall be liable for a penalty of $25 for each day of violation, not to exceed $50,000.
Proposers may be eliminated from competition if they do not meet applicable federal, state, or county legal requirements. Failure to submit required ownership disclosure information is cause for automatic rejection of the bid or proposal.
