Towing Service Government Bids & RFPs

The deadline for submitting sealed proposals is June 18, 2026, no later than 11 am. Late proposals will not be accepted.

The bid notice states that it is understood and agreed that the city will be given the immediate benefit of any decrease in the market, or allowable discount. The contractor will only be allowed to invoice for the cost of services goods in compliance with the submitted proposal as accepted by Ogden City Corporation. If offered by contractor, Ogden City seeks a discount for early payment.

Proposals will be evaluated on their ability to meet a large portion of the city's non-preference towing needs with its own resources while providing good customer service experience for city and vehicle owners. Specific criteria include reduced rate for city events towing, storage/disposal of RVs, current AAA certification, separate vehicle for cleanup, and secure storage for evidentiary vehicles, each worth up to 20 possible points.

Qualified respondents shall be licensed contractors in the state of Utah for this type of work, meet Ogden City's insurance and bonding requirements, and have experience with all work defined in the scope of work. Additionally, for security-sensitive projects, Ogden City reserves the right to conduct a criminal background check of each person providing services.

The last day for questions and answers is June 11, 2026, no later than 3 pm.

Ogden City reserves the right to disqualify any proposal that includes significant deviations or exceptions to the terms, conditions, and/or specifications in this RFP, or due to any late response, no response, or missed deadline.

The anticipated performance period for this contract is from the date of award to December 31, 2026.

Invoices shall be submitted in arrears, and no advance payments shall be authorized. Invoices must be submitted to the Department of Treasury's Invoice Processing Platform (IPP).

Overhauled engines shall include at least a 2-year up to 100,000-mile parts and labor warranty. The warranty must include full coverage of parts and labor for defects in materials or workmanship and prompt replacement/repair of any major issues. Pass-through of any longer OEM warranties is mandatory at no added cost to the government.

The contractor must be a New Flyer authorized service partner or factory-certified technician at the time of the award and for the duration of the contract. Personnel qualifications include being knowledgeable of New Flyer repair procedures and being certified or authorized through New Flyer.

The bid notice does not mention the submission of samples.

Subcontracting repair work to non-authorized facilities is strictly prohibited. The contractor shall not procure any additional work without prior approval, as it is at the contractor's own risk, with no liability of the government.
