Invitation for Bid (IFB) for kitchen, bathroom, and window renovations at Smithvillemonarch Apartments. Pre-bid meeting on July 30, 2026. Bids due August 27, 2026, by 10 am. Project involves interior modernization, selective demolition, installation of new casework, countertops, appliances, fixtures, plumbing, electrical work, and window replacement. Contractor must comply with Davis-Bacon prevailing wages, Section 3 requirements, and Build America, Buy America provisions if applicable. A bid bond of 5% of the bid price is required. Performance and payment bonds are required upon award. Contractor must have at least 5 years of experience in similar projects and possess valid Ohio contractor licenses. Site visit is mandatory. All units under renovation will be unoccupied, but the complex remains occupied. Work hours are limited to 8:00 am - 6:00 pm, Monday through Friday.
The contract period is 120 calendar days from the date of commencement to substantial completion, with punch list and project closeout complete within 5 calendar days after substantial completion.
GDPM will pay properly completed and accepted invoices within approximately 30 days of receipt. Owner will withhold 10% retainage from each progress payment through 50% project completion.
All work is warranted for a minimum of one year from the date of substantial completion.
Award will be made to the lowest responsive and responsible bidder. Section 3 certified businesses will receive a 5% price preference.
Contractors must demonstrate a minimum of 5 years of documented experience in similar occupied multifamily residential renovation projects, possess valid Ohio contractor licenses, and be EPA RRP certified.
Liquidated damages will be enforced for failure to complete within the specified contract period.
