All invoices to the City of Laredo have a 30-day term from receipt of supplies or completion of services. Payment is deemed to be made from the date the check is mailed.

This contract will be awarded by sections to the lowest responsive responsible bidder.

Bidders must be duly authorized to execute the contract and must not have prepared the bid in collusion with other bidders. Past performance, reputation, and financial capability are deemed acceptable.

Protests must be submitted in writing to the City Purchasing Officer within ten days prior to the time that the City Council considers the recommendation of the City’s Purchasing Officer.

Violation of the prohibited contacts provision may lead to disqualification of the offer from consideration. Misstating or concealing any material fact in the bid, or not strictly conforming to law or bid requirements, can also lead to rejection.
