The government will evaluate the quoters technical approach to determine if the quoter submitted a sound approach for accomplishing the PWS task areas.
Quoters must provide clear and convincing rationale demonstrating how they intend to meet the minimum requirements identified in the PWS, including ability to provide qualified labor, secure and use specified equipment, provide hazmat certifications, possess valid business licenses/work permits, and describe their safety program.
