The State of Hawaii, Department of Health, Early Intervention Section is seeking a contractor to provide a standardized infant and toddler developmental evaluation tool kit. The tool kit must measure global domains from birth to three years of age, including five developmental domains: adaptive, cognitive, communication, motor, and social emotional. It must also have the ability to be administered using a paper protocol and/or a mobile data solution online platform. The contractor will provide access keys and licenses for the online platform and electronic record forms (ERFs). Deliveries will be drop-shipped directly to the respective EI program addresses. Bids must be submitted electronically through the State of Hawaii Electronic Procurement System (HIEPRO). Awards will be made to the responsive and responsible bidder offering the best overall value. Bidders must be registered on HIEPRO. The contract term may be extended for up to four additional twelve-month periods. The State's purchasing card (P-Card) will be used for orders totaling less than ****.
Sealed bids will be received up to 4:30 p. m. HST on July 3, 2026, or as received through addenda if applicable.
The state shall have thirty 30 calendar days after receipt of invoice or satisfactory delivery of goods to make payment. The state will reject any bid submitted with a condition requiring payment within a shorter period or interest payments greater than allowed by HRS ****.
Awards, if made, shall be issued to no more than one responsive and responsible bidder whose proposal is determined to be technically acceptable and offers the best overall value to the procurement.
Bidder must be compliant with all laws governing entities doing business in the state, including general excise tax law, Hawaii employment security law, workers compensation law, temporary disability insurance, prepaid health care act, and must provide a certificate of good standing.
If a contractor consistently needs to substitute or refuse to substitute products, the procurement officer reserves the right to terminate the contract and/or initiate suspension and debarment procedures.
Any protest shall be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of bids.
Failure to provide valid compliance certificates on a timely basis for award of a contract may result in a bidder not receiving the award. Failure to provide and keep in force required insurance shall constitute a material default under the contract.
