The City of Escondido is seeking proposals for historic structure evaluations and assessment reports. The project involves two phases: evaluating city-owned structures for historic eligibility and preparing detailed assessment reports for selected properties. Proposals are due by July 17, 2026. The city's payment terms are net 30 days from the date of invoice. Payments will be made in installments on a monthly progress basis.
Proposals will be evaluated based on demonstrated experience (50 points), project approach (30 points), special considerations for specific structures (15 points), and price proposal (5 points). The award will be made to the most responsive and responsible bidder whose proposal is most advantageous to the city, considering best value.
Consultants must be duly licensed and qualified, meeting the SOI professional qualifications standards for architectural history and historic architecture, with experience in evaluating historic structures, completing DPR forms, and preparing HSARs.
A pre-proposal site visit is optional and scheduled for June 15, 2026, at 8 a. m. and July 6, 2026, at 8 a. m. Confirmation of attendance is required via email.
Proposals may be rejected for failure to include all required information, making a material misstatement, misrepresentation, or providing materially inaccurate information. Proposals received after the submission deadline will not be accepted.
The fixed-fee budget for the entire project is not to exceed $300,000.
