The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. At a minimum, each offeror/quoter must meet the following requirements: 1 be able to understand written and spoken English. 2 have an established business with a permanent address and telephone listing in Paraguay or plans to establish an office within 30 days of contract award. 3 be able to demonstrate prior construction experience with suitable references. 4 have the necessary personnel, equipment and financial resources available to perform the work. 5 have all licenses and permits required by local law. 6 meet all local insurance requirements. 7 have the ability to obtain or to post adequate performance security, such as bonds, irrevocable letters of credit or guarantees issued by a reputable financial institution. 8 have no adverse criminal record and 10 have no political or business affiliation which could be considered contrary to the interests of the United States.

If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of 250 USD for each calendar day of delay until the work is completed or accepted.

A site visit has been scheduled for Monday March 23rd, 2026, at 09:30 AM. Participants will meet at US Embassy Asuncion conference room.
