Eligible applicants are any IRS-designated nonprofit or neighborhood-based organization, local government, council of governments, housing authority, community action agency, or federally recognized Indian tribe serving residents of unincorporated Mason County or any Mason County city or town. Responses to this RFI are to be submitted in writing, no later than July 17, 2026, 12:00 PM Hawaii Standard Time (HST).

City payment terms are net 30 days, unless otherwise negotiated. Payment shall be processed upon the City's receipt of an itemized invoice.

Proposals will be evaluated on responsiveness, demonstrated ability, success of the respondent's established eviction prevention program, information on maximizing households assisted, and cost of services.

Respondents shall submit satisfactory evidence that it has a practical knowledge of the project and the necessary financial resources to complete the project.

The City is providing one hundred fifty thousand ($150,****) with a fifteen percent (15%) cap on administrative costs.

The bid opening date is June 15, 2026. The contract start date is anticipated to be July 1, 2026.

Invoices submitted to the city shall be payable sixty (60) days from the time of receipt by the city. The time for payment shall not commence, and invoices shall not be processed for payment, until you provide reasonably sufficient support documentation.

The board of contract and supply will make the award to the lowest qualified and responsible bidder.

The department of housing human services seeks applications from qualified organizations that have the capacity to expand partnerships and collaborations with local service agencies and have a demonstrated commitment to improving housing outcomes and preventing displacement. Applicants are expected to have existing relationships with social service providers and community-based initiatives that support people in Providence. Be certified and in good standing as a **** organization. Experience administering rental assistance or housing stabilization programs, including knowledge of HUD income verification process and rent limit guidelines, capacity to manage public funds and maintain compliance systems, experience serving low-income and diverse populations, ability to provide multilingual and culturally competent services, and strong financial management and reporting systems are required.

Failure to deliver within the time quoted or failure to meet specifications may result in default in accordance with the general specifications.
