The response deadline for proposals is June 30, 2030, at 12:00 AM CT.

All proposers must agree to fully warrant and guarantee all information in its response.

Awards will be based on the respondents submittal meeting the requirements established herein. It is not the policy of the district to purchase on the basis of low bids alone. In evaluating bids submitted and per the Texas Education Code ****, the following considerations shall be taken into account to determine the best value for the district: The purchase price, the reputation of the vendor and of the vendors goods or services, the quality of the vendors goods or services, the extent to which the goods or services meet the districts needs, the vendors past relationship with the district, the impact on the ability of the district to comply with laws and rules relating to historically underutilized businesses, the total longterm cost to the district to acquire the vendors goods or services and any other relevant factor specifically listed in the request for bids and proposals. The contract will be awarded in the best interest of Sherman Independent School District.

This bid seeks qualified vendors offering discounts off of catalog/website prices, and published prices, or fair market value.

Any attempt by vendors during the proposal process to contact SISD personnel may result in disqualification.

Delivery of items must be made on time to city parish final destinations within East Baton Rouge Parish.

Payment terms are Net 30. Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later.

All workmanship and materials must have at least one 1 year guaranty, in writing, from the date of delivery and/or acceptance of the project. The simulator package includes a one-year limited warranty.

The city parish reserves the right to evaluate bids and award items separately, grouped or on an all or none basis, to accept the bid which is in the best interest of the city parish, and to reject all proposals if that is in the best interest of the city parish.

Vendors must be registered on the Tyler Technologies MUNIS system (VSS) and upload a completed W9 form. If services are to be performed in East Baton Rouge City-Parish, evidence of a current occupational license and/or permit issued by the city-parish shall be supplied by the successful vendor, if applicable.

Failure to deliver within the time specified in the bid will constitute a default and may cause cancellation of the purchase order or contract. Late deliveries or unsatisfactory performance may be cause to cancel the purchase order or contract.

Representative samples shall be submitted upon request, if appropriate.

Protests with regard to the specification documents will not be considered after bids are opened.

Any violation of the code of ethics shall be grounds for disqualification of bid or cancellation of contract. Altered or incomplete proposals, or the use of substitute forms or documents, shall render the bid non responsive and subject to rejection. Failure to acknowledge receipt of addenda if any shall render the bid non responsive and subject to rejection.

The solicitation deadline has been extended by 7 days to June 19, 2026, at 12:00 PM EST. Responses are due by this date and time, and late offers will not be accepted.

Payments shall be structured in quarterly payments throughout the year. Invoices must be prepared and submitted electronically to www. ***. *. *

The contractor shall provide a one (1) year warranty for parts and workmanship after delivery and acceptance of the equipment.

This is a lowest priced technically acceptable competition.

The contractor shall provide certified technicians with at least three (3) years of experience designing, manufacturing, repairing, or maintaining audio equipment. The contractor shall also be able to provide reasonable documentation of previous work and experience with the devices listed in section 3. 2.

Contractor employees must comply with conduct on library premises and may be prohibited from entering library facilities if alleged to have engaged in discrimination or retaliation. Failure to display library ID badges may result in removal from premises and the contract.

The vendor will maintain an average wait time between order and shipping of 45 days, excluding prepublication and back orders. Materials shall be mailed to Washington County Library, **** Central Park Place, Woodbury, MN ****.

Contractor invoices will be paid within 30 days of receipt of the invoices providing proper documentation is presented. Payments made under this contract shall be in the form of automated clearing house (ACH), check, or virtual credit card (VCC).

Library shall have at least 120 days from the delivery date of each item to return materials to vendor at vendor's expense that are damaged, or otherwise defective by library industry standards.

Proposals will be evaluated based on: understanding of the services and requirements (40 points), qualifications and experience (30 points), cost (20 points), and references (10 points).

Vendors must provide demonstrated qualifications and experience that proves the ability to perform the services and meet the requirements of this RFP.

The county may withhold payment for failure to provide service to comply with any of the provisions of this agreement. No interest penalty shall accrue against the county.

Non-compliant proposals will be disqualified and not evaluated further. Failure to meet the requirements of the law shall be a substantial breach of the contract and will be cause for cancellation.
