Awards will be made based on evaluation criteria including cost (35%), user experience (25%), platform compatibility across devices (5%), platform compatibility with multiple vendors (25%), content and existing collections (10%), and backend administration (10%). Bidders must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number from the Vermont Department of Taxes. To be awarded a contract by the state of vermont a bidder except an individual doing business in hisher own name must be registered with the vermont secretary of states office

The award shall be made on a tradeoff basis, and contract award will be made to the offeror whose proposal conforms to the solicitation and is determined to be best value to the government.

To be eligible for evaluation, proposals must be prepared in accordance with and comply with the instructions given in the solicitation, section L.
