This is a solicitation for the replacement of 50 flagpoles at the WJB Dorn VA Medical Center in Columbia, South Carolina. The scope of work includes removing existing flagpoles and footings, installing new ground sleeves, repouring concrete, and setting new commercial-grade aluminum flagpoles. The period of performance is 180 days from the date of award. A mandatory site visit is scheduled for May 28, 2026. Questions regarding the solicitation must be submitted no later than June 2, 2026. The acquisition is a set-aside for small businesses, specifically Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Past performance will be a factor in the evaluation. Offerors must complete and return the Limitations on Subcontracting Certificate of Compliance.
The period of performance shall be completed within 180 days from the date of award.
Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the contractor and submitted through tungsten network (formerly known as OB10).
The bid notice specifies a lifetime warranty for the flagpole shaft against defects in materials and workmanship, a minimum 1-year warranty for hardware (truck, cleat, rope, finial, collar) against defects, and a minimum 1-year warranty for installation workmanship, stating that any pole that shifts, leans, or exhibits movement will be corrected at no cost to the government.
The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are Lowest Priced Technically Acceptable (LPTA), technical meets statement of work, past performance (FAPIIS satisfactory rating or no rating), and technical and past performance, when combined, are equal to price.
To be considered, offerors must complete fillin clause VAAR ****, Provisions 52. 209-2. The acquisition is unrestricted or set aside for small business, HUBZone small business, service-disabled veteran-owned small business, or women-owned small business.
In the event of the contractor's or a subcontractor's noncompliance with clause ****, the contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
