This is a solicitation for professional support services (PSS) BPA bridge, specifically for personal care services (barber, beauty shop, shoe repairs, tailoring). The contract action is under an existing contract that was previously synopsized. Therefore, no synopsis is required for this current action.

This RFQ seeks a contractor to operate a unisex barber shop at the DLA headquarters complex. The contract type is a concessionaire agreement, with payment based on either a monthly commission or a flat fee, whichever is higher. Quotes are due by 10:00 AM EST on Thursday, July 10, 2025. Questions are due by 1:00 PM EST on Tuesday, July 8, 2025. A non-mandatory site visit is scheduled for July 2, 2024. Offerors must be registered in SAM. The contract period is one year. The barbershop will be located in room **** on the lower level of the DLA headquarters complex. The contractor is responsible for obtaining and maintaining all required licenses and permits, and complying with all applicable federal, state, and local laws and regulations. The contractor must provide a cover letter, technical proposal, financial proposal, and completed RFQ forms. The NAFI will furnish certain equipment. The contractor is responsible for providing all other equipment and supplies. The contractor must maintain a quality control program and promptly address customer complaints. The contractor must comply with all DLA security regulations. The contractor must maintain insurance. The contractor must attend a pre-performance conference approximately five days after contract award.

The statement should include company name and address, point of contact, phone number, email address, relevant experience (within the last three years), Virginia barbershop and cosmetology licensing information, and capability to comply with DLA security regulations. The Department of Human Services is seeking a vendor for FY26 barber and beauty services at the Elisabeth Ludeman Center. A mandatory bidder conference is scheduled for June 25, 2025, at 2:30 PM at the Ludeman Center. The contractor must be licensed by the state of Illinois as a barber or cosmetologist. Services will be provided on an appointment basis, a minimum of nine hours per week, between the hours of 6:00 PM and 9:00 PM weekdays and between 10:00 AM and 5:00 PM on Saturdays. The contractor shall submit signed contractual services time register forms on the 15th and last day of each month for payment of services. The contract is anticipated to last until 6/30/2026. The vendor shall not perform services, provide supplies or incur expenses which exceed the contract amount unless a higher amount is authorized in writing by the state prior to the vendor performing the services, providing the supplies, or incurring the expenses. The contractor shall observe all traffic regulations of the center and lock unattended vehicles. Cars in violation of facility regulations may be towed from grounds as owners expenses. The contractor shall observe and obey all rules and regulations governing the behavior of the centers employees, including state, civil, and local center rules and regulations.
