The evaluation criteria include proposal cost (30%), firms experience, available capacity to perform the work, schedule (20%), staff qualifications and experience (25%), project approach (15%), and selection team discretion (10%).

Proposers must include experience, at least three references, operating history, and qualifications of assigned personnel.

Failure to comply with the business relationship disclosure form can result in penalties.
