Failure to furnish the awarded service may eliminate the proposer from the active vendors list. The county may also terminate the agreement immediately for substantial violations that cannot be reasonably remedied. Offerors must demonstrate their organization's experience, capacity, and qualifications to successfully deliver services of similar size, scope, and complexity.

The base year for performance is from August 14, 2026, to August 13, 2027. There are options for up to 9 additional years.

Payment will be made in accordance with the Prompt Payment Act. Invoices must be submitted through the Delphi e-Invoicing system and contain specific details such as company name, invoice number, contract number, and amount billed.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

This acquisition will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process. Evaluation factors include technical acceptability and price.

Offerors must be registered and active in SAM. gov. For technical evaluation, proposed solutions must meet all salient characteristics listed in the solicitation.

Offerors that fail to demonstrate compliance with the Section 508 requirements may be eliminated from further consideration for award.

WSFCS intends to award to the bidder who best matches the needs of the district, considering price, quality, reputation, performance, conformity with specifications, suitability, related services, and delivery dates.

Vendors must have the proper license as required under North Carolina laws. They must also certify they are not debarred, suspended, or declared ineligible from covered transactions.

There will be no pre-bid conference for this RFP.

Sample materials must be provided by August 17, 2026, and will be reviewed by schools using a district rubric.

Failure to sign the bid before submittal, late bids, or bids not submitted with required information on the outside of the sealed package will result in rejection.
