The objective is to audit the work performed by the systems integrator and assess USAC's readiness to operate and maintain the Oracle EBS platform independently. The scope includes a full assessment of the production environment and a design-level review of phase 2 configuration, integrations, data migration, and cutover readiness. The contract will be firm-fixed-price. Offerors must not be the current Oracle EBS implementer or PMO. Proposals are due August 28, 2026.
The contract term is the period of performance proposed by the offeror and accepted by USAC, continuing through completion of all work streams and acceptance of the final report. USAC has not fixed the duration, but the offeror shall propose a period of performance sufficient to deliver credible findings.
One-half of the engagement cost will be paid upon successful completion and review of the midpoint executive briefing. The remaining half will be paid upon completion and delivery of the final report and presentation. Invoices will be paid within thirty 30 calendar days of receipt, provided services and deliverables have been accepted.
Offerors must have extensive Oracle EBS implementation and operational and maintenance experience. Entities that have been employed by or performed services under contract to USAC's current Oracle EBS implementer and PMO within the prior twenty-four months are not eligible to bid.
If rejected deliverables are not corrected and resubmitted within ten 10 business days, USAC may terminate for cause. Failure to submit required reports or correct inaccurate reports may result in delayed payment of invoices.
Services may be performed at USAC headquarters, virtually, or other approved locations. Contractor staff may be required to be in the USAC office at least 2 days per week. USAC will not reimburse for travel-related expenses for meetings.
Offerors must submit all claims or other disputes to the procurement specialist and USAC general counsel for informal resolution prior to initiating any action in the courts. If not resolved after thirty 30 calendar days of good faith attempts, contractor may instigate legal proceedings.
Submitting a proposal without compliance with the exclusion of USAC's current Oracle EBS implementer and PMO, or any individual employed by them within the prior 24 months, will be grounds for disqualification or termination for cause.
All items must comply with applicable federal, state, and county regulations. Awards may be made by item, group, or lot. The county reserves the right to reject any or all bids. Bids offering an equivalent will be considered if clearly identified and meet specifications. Purchases are not subject to taxes. Failure to deliver on time may result in cancellation and removal from the bidders list. Additional costs may be charged to the vendor. All items must be guaranteed against faulty materials and workmanship. Deliveries are platform delivery unless otherwise indicated. Prices quoted must be F. O. B. destination. Bidders certify no collusion or fraud. Consideration is given to items made with recycled materials. Quotes should be for new equipment. The county encourages participation by MBE and WBEs. Vendors will be issued an official purchase order. Successful bidders must accept payment via electronic funds transfer (EFT) through the VendorDirect program.
