Bids must be submitted electronically by Friday, July 31, 2026, at 10:00 AM CST.

Kane County requests direct deposits through ACH. Successful bidders must complete an authorization agreement form prior to award. Invoices must be submitted with a formal invoice, written quotation, written authorization from the using department, and materials purchase orders if applicable.

Vendor warrants that all goods and services furnished will conform to solicitation terms, be free from defects, and be suitable for their intended purposes. Warranties run to Kane County, its successors, assigns, customers, and users.

The award will be based on adherence to bid specifications, price, qualifications of the bidder (including past performance, financial responsibility, experience), delivery or completion date, product quality, maintenance costs, warranty provisions, and repurchase or residual value.

Bidders must demonstrate they have the resources and capability to provide the materials and services described. They must also comply with the Kane County Responsible Bidder Ordinance.

Failure to comply with invoice submission guidelines will result in invoices being returned unpaid. Invoicing irregularities may lead to contractual termination. Failure to furnish required bonds within ten calendar days after bid acceptance will result in the bid deposit being retained as liquidated damages.

Samples of items, when called for, must be furnished free of expense and may be returned at the bidder's expense if not destroyed in the evaluation process.

Failure to comply with submission requirements, including the Responsible Bidder Ordinance, may result in a determination that a submission is incomplete and the contractor is not a responsible bidder. Violations of disclosure requirements may result in contract cancellation and possible disbarment.

A pre-proposal meeting and walkthroughs are scheduled for July 16th, 2026. preproposal meeting walkthroughs

Proposals are due by email to ***@***. *. * by 8:00 a. m. local time on August 6, 2026.

All potential payments shall be made in accordance with the Illinois Local Government Prompt Payment Act, as amended.

Proposals will be evaluated based on organization experience and qualification (35 points), ability to meet the scope of services and program requirements (35 points), references (15 points), and cost proposal (15 points).

The treatment provider must be an Illinois licensed behavioral health provider with qualified licensed clinical staff, experience serving justice-involved populations, and the ability to collaborate with multidisciplinary teams.

Proposals may be deemed nonresponsive if they conflict with the terms and conditions, or if the respondent fails to promptly supply requested information. Disqualification may also occur upon evidence of collusion or other illegal practices.
