The City of Rochester is seeking bids for police K9 dogs for the Rochester Police Department. Bidders must be within a 50-mile radius of Rochester, NY, and have experience supplying working police K9s to law enforcement agencies. Dogs must meet specific breed, age, health, and training requirements. A four-month health guarantee is required. Bids will be evaluated on a lowest best value basis. The contract term is one year, with options for extension. Sealed bids are due August 5, 2026.
Bid closing is Wednesday, August 5, 2026, at 11:30 a. m. Dogs must be delivered within 50 miles of 261 Child St, Rochester, NY.
Prompt payment discounts allowing less than thirty (30) days for discount to apply shall not be considered as a cost factor in the evaluation of bids. Time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.
Purchases must include a four-month 100% health guarantee on K9s from the date of purchase. The contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one (1) year from date of acceptance.
The city intends to award a contract to the responsive and responsible bidder whose bid is the lowest best value offer to the city on the basis of total bid price. MWBE bidders shall receive a five percent (5%) price advantage.
Bidders must be within a 50-mile radius of 261 Child St, Rochester, NY, and have firsthand experience with handling and working with law enforcement K9 dogs, and have previously supplied working police K9s to a law enforcement agency.
Failure of the contractor to deliver within the time specified, or within reasonable time as interpreted by the director of purchasing, or failure to make replacements of rejected articles when so requested, immediately or as directed by the director of purchasing, shall constitute authority for the director of purchasing to purchase in the open market comparable products or services rejected or not delivered. On all such purchases, the contractor shall reimburse the city within a reasonable time specified by the director of purchasing, for any expense incurred in excess of contract prices or the city shall have the right to deduct such amount from monies owed the nonperforming contractor.
The RPD reserves the right to have agency representatives examine each dog to ensure the canine meets its standards and requirements. Bidders must be within a 50-mile radius of 261 Child St, Rochester, NY, so the dog can be evaluated before purchase. Dogs must pass a physical exam through the Rochester Police Department's K9 veterinarian.
Samples requirement: none. However, videos of the training that has been done with the K9 must be provided prior to the purchase of the dog.
The city reserves the right to reject any bidder who is unable to demonstrate, to the city's satisfaction, that the bidder has the size, scope and ability to meet the requirements of this contract. Bidders who fail to comply with the Iran Divestment Act may be disqualified.
