This is a solicitation for the provision and installation of razor wire for the US Consulate General Karachi. The US government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. A pre-bid site visit is scheduled for June 8th, 2026. Offerors interested in attending must email by June 3rd, 2026. All questions must be submitted by June 9th, 2026. Quotations are due by June 17th, 2026, and must be submitted electronically in PDF format, not exceeding 30MB. Required documents include ****, Section A (Pricing), Section L (Representations and Certifications), and additional information as required in Sections J & K. The contractor shall begin performance within 10 calendar days and complete it within 30 calendar days after receiving the notice to proceed. The estimated magnitude of the project is between PKR 4,500,**** and PKR 5,000,****.

Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. The 14-day period for payment is changed to 30 days.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the lowest priced, acceptable, responsible quoter.
Offerors/quoters must be technically qualified and financially responsible, have an established business in the U. S. or Pakistan, a site supervisor able to communicate in English, 5 years of experience in construction projects or equivalent, necessary personnel, equipment, and financial resources, no adverse criminal record, and no political or business affiliation contrary to U. S. interests.
If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of PKR 10,000 for each calendar day of delay until the work is completed or accepted.
A pre-bid site visit has been scheduled for June 8th, 2026, at 11:00 AM Pakistan Standard Time.
All material required for this project will be sent for approval as sampling before its provision.
Following the site visit, all relevant questions must be submitted no later than close of business June 9th, 2026.
Vendors who do not provide the requested data for risk analysis vetting within 35 days after being contacted will not be considered for contract awards. Failure to timely submit required security may result in rescinding or termination of the contract.
