Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel, hold a current certified license, have a minimum of two years of experience, and maintain a fully equipped organization capable technically and financially.

Failure to attend the mandatory pre-bid conference, arriving more than ten minutes late to the pre-bid conference, not disclosing subcontractors, altering provided files, or violating communication restrictions may result in disqualification.
