Sealed bids will be received until 2:00 PM CT on August 26, 2026.

A cashiers check in the amount of $100,**** payable to the Hurst-Euless-Bedford Independent School District is required with the bid.

Prospective buyers must register as an interested bidder. If represented by a real estate broker, the buyer must designate one exclusive representative. Licensed real estate brokers representing a prospective purchaser must complete and submit the district's broker registration form.

A pre-bid meeting will be held at 10:00 a. m. on August 5, 2026, at the HEB ISD Administration Building Board Room. This meeting is mandatory for prospective buyers.

No questions are to be sent to any HEB ISD board member, staff member, or the city of Bedford regarding this process. Doing so may be cause for disqualification.

The offer due date is August 26, 2026, at 10:30 a. m. local time. The notice to proceed will establish a date a minimum of ten (10) days from the contract award date, unless the contractor agrees to an earlier date.

Payment will be made by the American Embassy Bridgetown, Attn: Financial Management Office. This is a firm fixed price contract payable entirely in dollars.

The contractor warrants all equipment and installation to be free of faulty workmanship, defects, improper adjustments, and from damage for 1 year from the date of final acceptance. The contractor must submit a warranty management plan for government approval.

Offerors must provide resumes demonstrating history with similar projects, manufacturer certifications for installers, qualifications for engineers, be an authorized reseller of proposed equipment, have necessary permits and licenses, and possess adequate financial resources and ability to comply with performance periods.

A site visit will be offered during the bid submission period. All interested bidders can visit the project site at their expense prior to submission of a proposal and may inspect the site during the scheduled site visit.

Failure to comply with standards of conduct, including neglect of duties, disorderly conduct, possession of intoxicants/narcotics, or criminal actions, may result in an employee being removed from the worksite. Failure to follow the approved safety plan may result in the stoppage of work.
