Teachers Government Bids & RFPs

Teacher editions are due by May 2027, and student materials are due by March 2027. The vendor must ensure instructional materials are delivered by May 1, 2027.

Invoices will generally be paid within thirty (30) days following the district representative's approval. Invoices must be submitted within 30 days of service completion.

Award of contract shall be made to the responsive and responsible vendor meeting the specifications and as deemed to be in the best interests of the district. Final evaluation may be based on price, adherence to specifications, performance, previous experience, references, product availability, and delivery time.

Vendors must be professional and qualified. Proposals will be evaluated on the ability to meet all requirements as set forth in the RFP.

Sample materials must be furnished to the district for permanent records at no expense. Sample instructional materials and access to online resources must be physically received on or before July 24, 2026.

Questions regarding this RFP must be in writing and may only be directed to the district via bidnet any time after the issuance of this RFP through and including 2:00 PM MT on June 18, 2026.

Communication with any district employee other than the procurement agent named below until an award has been announced may disqualify your bid from consideration. Collusive or sham proposals will be rejected and reported to authorities.

Proposals must be submitted electronically to ***@***. *. * by June 18, 2026, at 2:00 PM. Proposals not received by this time shall not be considered. No exceptions will be made.

The award shall be made to the responsible offeror whose proposal is most advantageous to the school district, taking into consideration the evaluation factors set forth in this request. Evaluation criteria include Cost (50%), References, Experience, Demonstrated Fill Rates (25%), and Customer Service/Reporting (25%).

Vendors must provide a training agenda for substitute teachers, samples of materials provided to substitutes, a description of customer services, recruitment strategies for 100% fill rates, and samples of all required and available reports. They must also provide a minimum of $2,000,**** liability insurance for each substitute and ensure all substitutes are fully bonded. Criminal background checks and child protection registry checks are required for all personnel.

Vendors are required to provide samples of materials that would be provided to all substitutes, and samples of all required and available reports. The districts may also request bidders to submit samples for examination and appraisal.

Failure to submit proposals by the deadline, not meeting insurance or bonding requirements, or failing to provide required background checks and documentation could lead to disqualification.
