The target period of performance for the delivery of the initial appraisal report to the AVSO Review Appraiser is 160 days after award. The final appraisal report is due 15 days after appraisal review and acceptance. Award will be made on a best value/trade-off basis, considering technical qualifications, past performance, and price. Technical qualifications and past performance combined are more important than cost or price. Award of this purchase order will be made on a best valuetrade off basis.

Appraisers must hold a valid state-certified general appraiser license in good standing. Temporary or courtesy licenses are not acceptable. Experience in appraising similar properties and with USPAP requirements is necessary. The appraiser must hold a valid license as a certified general appraiser and be in good standing in a licensed state.

The appraiser must personally inspect the subject property and verify all market data utilized in the value conclusions, unless otherwise approved in writing by the AVSO Review Appraiser. Sealed bids will be received, publicly opened and read aloud on August 26, 2026, at 2:00 PM.

Contract award will be given to the lowest responsive and responsible bidder.

Each bidder whose field is governed by chapter 399, 455, 489, and 633 of the Florida Statutes for licensure or certification must submit qualification data of their eligibility form FNG **** Contractors Experience Questionnaire and Financial Statement with their bid at the time of the bid opening.

All contractors interested in bidding on this project must attend at least one of the mandatory site visits pre-bid meetings. Dates and times: July 14, 2026, 10:00 AM and July 15, 2026, 2:00 PM.

Failure to file a protest within the time prescribed in section ****(3), Florida Statutes, shall constitute a waiver of proceedings under chapter 120, Florida Statutes.

Contractors are subject to non-procurement debarment and suspension regulations. Bids may be rejected if found to be irregular or not in conformance with requirements, including failure to utilize or complete prescribed forms, conditional proposals, incomplete proposals, ambiguous proposals, and improper, missing and/or undated signatures.

The estimated cost of construction is $1,800,****.

The service delivery is from July 1, 2026, to June 30, 2027.

All challenges must be filed within five 5 business days of the publication of this event.

The project has an expected substantial completion date of September 15, 2026 and final completion date of September 30, 2026.

Award will be based on the total of all tasks, including additive alternates, listed on the quote form.

The contractor shall have experience with well and septic system installations.

The owner anticipates that the work's total bid price will be less than 350,000.
