HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act.

Award will be made to the bidder whose response offers the best value to the state based on meeting or exceeding requirements, ability to meet performance delivery requirements, and price.

The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is four 4 years. Bidders personnel must have at least three 3 years relevant experience.

Failure to comply with sole point of contact requirements may result in disqualification. Inclusion of assumptions in a response could result in disqualification.

The historical spend for the same or similar services is $85,**** for the period 9/1/2025 through 8/31/2026.

Substantial completion, including retirement, installation, energization, and service cutovers, must be completed no later than July 15, 2027. Completion, cleanup, punch list, as-built drawings, and close-out must be no later than July 31, 2027. Payment for contractor work is made on actual units completed, including any required field unit modifications, not on estimated units stated in the bid documents, unless otherwise stated in writing. Payment for contractor work is accomplished through a construction completion report prepared by the chugach site representativeinspector and signed off by the contractors representative.

The successful bidder must comply with union signatory requirements, either by being signatory to a current collective bargaining agreement with IBEW Local ****, executing an agreement with IBEW Local ****, or executing an agreement to comply with the terms and conditions of the most current agreement between IBEW Local **** and the Alaska Chapter National Electrical Contractors Association, Inc. The signatory requirement only becomes applicable to the successful bidder once a contract is awarded.
