This is a public tender for the Patriots Park Revitalization Playground Replacement project in Coventry, CT, funded by the STEAP grant. Bids will be received until April 23, 2026, at 2:00 PM local time. A mandatory pre-bid meeting is scheduled for April 15, 2026, at 2:00 PM at the project site. The project involves the development of new playscape areas with a poured-in-place rubberized surface. Bidders must submit a bid bond (10% of project amount), non-collusion form, and CHRO bidder contract compliance monitoring report. The contract is subject to state contract compliance requirements, including set-aside goals for SBE (25%) and MWDBE (6. 25%). The Town of Coventry reserves the right to reject any or all proposals. The bid proposals must be received until 2:00 PM local time on April 23, 2026.
Monthly payments shall be made based on work completed to date on a form approved by the town. All monthly payments shall be subject to a 5% retainage.
The contractor shall provide the manufacturers standard warranty for all products furnished, which shall be registered in the owner's name. The surfacing shall maintain required impact attenuation characteristics and be guaranteed against color fading, cracking, loss of resilience, delamination, defects in workmanship and material for a period of no less than five (5) years.
The contract will be awarded to the responsible bidder submitting the lowest total base bid complying with the conditions of these contract documents. The town also reserves the right to reject any or all bids, for any reason the town deems advisable, and to award contract or contracts to any of contractors bidding on work regardless of amount of bid. It is intended that contract or contracts will be awarded to lowest responsible and eligible bidder or bidders possessing skill, ability, and integrity necessary to faithfully perform the work.
The town reserves the right to refuse to accept bids from any individual, firm or corporation based upon, but not limited to, having defaulted on previous contracts, having failed to complete contracts within the time required, having performed similar work in an unsatisfactory manner, having failed to prosecute work continuously, diligently and cooperatively in an orderly sequence, or when in the town's judgment the bidder does not have the required experience, proper labor and equipment, or sufficient capital and quick assets.
The bidder will be levied liquidated damages in the amount of $750 a day for every consecutive calendar day the project is not substantially complete past the allotted contract calendar days.
