The county of Westchester remits vendor payments via an electronic funds transfer (EFT) program known as VendorDirect. Any successful bidder that will not accept payment in that method will be considered nonresponsive to our solicitation and their bid may be rejected.

All items delivered must be guaranteed against faulty materials and workmanship. Deliveries of incorrect or faulty items will be rejected and returned to sender at vendors expense.

Contractors must be qualified and experienced in disaster debris removal and disposal services. Required documentation includes business license, automobile insurance, articles of incorporation, debarment status, workers compensation insurance, certificate of good standing/existence, proposal with personnel/equipment/experience listings, and general liability insurance.

The submission of a bid shall be prima facie evidence that the bidder has examined the site of the proposed work, the proposal, plans, specifications, and contract forms, and is satisfied as to the conditions to be encountered.

Proposals will be evaluated based on functional depth (40%), technical integration and security (30%), cost-effectiveness (20%), and regional past performance (10%). 40 functional depth: alignment with core communication, engagement, and coaching features. 30 technical integration security: sis data syncing automation, single signon sso maturity, and security compliance framework. 20 costeffectiveness: value, transparency, and structure of the proposed licensing and implementation fees. 10 regional past performance: proven track record of successful deployment and active references within mississippi k12 school districts.
