Invitation for Bids (IFB) for a tubular embroidery machine with a 10-inch touch screen control panel for Vernon State Hospital. The machine should have 15 needles and 4 heads, and include an Otto Cap Kit, Hoopmade subscription, starter kit, Chroma Inspire digitizing software, and one day of onsite training. Bids are due July 7, 2026, at 10:30 AM Central Time. The historical monetary value for similar goods/services was $34,538. 98. The contract term is from the date of award until August 31, 2026, with a potential one-year extension. Evaluation criteria include meeting requirements, performance delivery, and price. Bidders must submit a completed and signed HHS Solicitation Affirmations (Exhibit A) and the Pricing Sheet (Exhibit C).

Material designated as special emphasis material level I. Final delivery of material will be on or before 365 days after the effective date of the resulting contract. Only sources with an acceptable quality control manual are eligible for award. Early and incremental delivery is acceptable. Material must be in accordance with specific process drawing and certification data sheet. Quantitative chemical and mechanical analysis is required for specific parts. Certifications are required for pressure tests and non-destructive tests. A nonferrous metal tag stamped with the CID number must be attached to each assembly. Welding and brazing must be in accordance with specified standards. Threads must be inspected using appropriate methods. Internal threads must be formed by cutting. O-ring grooves and sealing surfaces must be inspected. A certificate of compliance is required. Configuration control must be maintained. Waivers and deviations require approval. Mercury-free materials are required. Marking of material is prohibited except for fasteners. Test certifications must be provided. Welding requirements include submission of procedure and qualification data. Quality system must be in accordance with ISO **** or **** inspection records must be maintained. Government has the right to inspect at source. Subcontractor inspection requirements must be addressed. Government furnished material and equipment control procedures are required. Traceability and certification requirements are imperative. Material handling procedures must be followed. Receiving inspection includes verification of traceability and certification. Discrepancy reporting for nonconforming products is required. Final inspection includes material sampling and 100% inspection of data. Certificate of compliance must show traceability.
