This is a five-year contract with one base year and four option years for providing a turnkey giant voice system at Dyess Air Force Base, Texas. The contract requires the contractor to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services for the upgrade of the existing giant voice system. The contractor must utilize the existing wireless radio frequency infrastructure and replace existing equipment. Deliverables include as-built drawings, work schedules, weekly status reports, meeting minutes, test plans, cutover plans, test reports, and training plans. The government will conduct inspections and evaluations of the contractor's performance. The contractor must comply with all applicable federal, state, and local laws, regulations, and standards, including environmental regulations, permits, safety, and security requirements. The solicitation for audio-visual equipment for a hybrid classroom has been extended to September 19, 2025, at 11:00 AM Chamorro Standard Time (CHST). A site visit is scheduled for September 15, 2025, at 9:30 AM CHST at Andersen AFB, Yigo, Guam. RFIs are due before September 17, 2025. Attendance at the site visit is limited to two individuals per contractor. Interested offerors must send an email request to the specified addresses.

Proposals are requested for desktops, laptops, and facilities IT services. Submissions are due 09/18/2025 at 7:30 AM ET. Proposals can be submitted via hard copy, email, or online through Public Purchase. Proposals must include organization legal name, tax ID, physical address, representative contact information, itemized pricing, cut sheets, specifications, brochures, warranty details, proposed start/completion schedule, insurance requirements, non-appropriations and indemnification obligations. Proposals will be reviewed and awarded at a meeting on 09/18/2025 at 1:00 PM ET. The successful organization will be formally awarded and publicly announced at a later meeting. Pricing must remain valid for 60 days from the proposal opening date. Organizations may be invited to participate in the final selection process following the review and screening of all proposals. Contracts will be reviewed and amended to ensure compliance with county legal requirements. All agreements or contracts requiring signature must be submitted in Microsoft Word format. Insurance requirements include professional liability, workers compensation, comprehensive general liability, and motor vehicle insurance. Proposals are subject to public review and cannot include proprietary, confidential, or restricted information that conflicts with New Hampshire's right to know law. Rockingham County reserves the right to accept or reject any proposals or parts thereof, select the proposal deemed to be in the best interest of Rockingham County, and waive any formalities in the bidding process.

Offerors shall deliver proposals through the solicitation module in the Procurement Integrated Environment (PIE).
