The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, based on the following evaluation factors: 1 technical, and 2 price. Award will be made to the offeror whose quote meets the governments requirements, whose price is determined fair and reasonable, and who accepts all terms and conditions of the solicitation. The basis of award is lowest price, technically acceptable.

The offeror shall have an active federal government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this solicitation and at the time of award.

Failure to comply with quote submission instructions may result in the quote being deemed nonresponsive and eliminated from further consideration.

Statement of interest is due by 3:00 p. m. EDT on June 29, 2026.

Interested parties must provide a statement of interest addressing capability and experience in ownership/leasing, operation, and maintenance of a water utility system, financial capacity, understanding of applicable laws and regulations, and capability for initial system deficiency corrections.

Failure to respond to this notice does not preclude a firm from offering on any resultant solicitation, however, a lack of interest in this requirement may keep this effort from moving forward competitively.

Responses to this IFB must be received June 09, 2026, 10:30 am. The anticipated contract start date is the date of award.

It is the intent of the North Kingstown School Department to make an award based on the lowest responsive and responsible proposal, and what is in the best interest of the North Kingstown School Department. This is a best value trade-off procurement where the contracting officer will award a firm fixed-price contract to the responsible offeror whose proposal the source selection authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the government, considering all nonprice factors described herein, and price.

The penalty for making false statements in proposals is prescribed in 18 ****.

Failure to submit all data in the format indicated in this solicitation may be cause for determining a proposal incomplete and, therefore, not considered for evaluation, and for subsequent award.
