The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government considering price and other factors, including technical capability, completion of subcontracting limitations, price, delivery lead/implementation time, submission of Buy American Certificate, and submission of authorized distributor letter.

Offerors must submit specifications, cut sheets, or brochures confirming the offered products meet or exceed salient characteristics. For non-OEMs, a verifying authorization letter from the OEM is required. Socioeconomic status must be verified for SDVOSB set-aside.

A site visit is strongly encouraged and will occur at 9 AM MST, July 7th, 2026. Vendors must contact ***@***. *. * to confirm attendance and obtain meeting location information.

The deadline for all questions is 12:00 PM MST, July 17th, 2026.

Failure to meet salient characteristics, provide required documents or information by the quote deadline, or complete the RFQ in its entirety may result in the offeror's quote not being considered for award.

Since training is a separate line item, it may be invoiced at a later date. However, final acceptance is contingent upon ensuring the product is fully functional with no defects or missing components. The government cannot accept equipment until they are able to confirm the equipment is installed since installation is necessary to test the equipment.

The warranty shall be specialized/upgraded to cover all parts and labor for normal wear and tear as well as any damage resulting from unintentional negligence and misuse. The warranty would be a fixed cost as listed in the final contract. The standard manufacturer only warranty shall not be acceptable for this requirement.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate offers: technical capability or quality offered, price, delivery lead time, submission of completed Buy American Certificate, and submission of authorized distributor letter.

Offerors must submit specifications, cut sheets, or brochures confirming the equal products meet or exceed the salient physical, functional, or performance characteristics specified. If the offeror is not an OEM, they must submit a verifying authorization letter or other documents from the OEM consistent with VAAR ****.

Failure to meet the salient characteristics, failure to provide required documents or information by the quote deadline, or contacting VA personnel other than the contracting officer prior to award may result in the offeror's quote not being considered for award or exclusion from award considerations.

The contract will include a base period of twelve 12 months, with option periods as specified in the contract award.

The government may seek a deduction in the monthly invoice for scheduled outages exceeding the acceptable quality level (AQL).

There is no site visit planned as part of this solicitation.
