The New York State Department of Health (DOH) is seeking proposals for Environmental Modifications Evaluators for the Medical Indemnity Fund (MIF). Services include initial, bid, mid-modification, and post-modification evaluations of home modifications for enrollees. Proposals are due August 18, 2026. Minimum qualifications include one year of experience in environmental modification assessments and one year of experience contracting with government agencies or disability programs. Preferred qualifications include employing certified environmental access consultants or aging-in-place specialists, and experience with ADA compliance or assistive technologies. Offerors must be willing to enter into a five-year contract. Travel time, tolls, and mileage are not billable. Invoices must be submitted within 30 days of acceptance.
Proposals must be submitted by August 18, 2026, 4:00 PM ET.
Payment will be made based on hourly bid prices for actual hours used to complete each evaluation and report. Invoices must be submitted within 30 calendar days of completion and acceptance.
The award will be based on a composite score from technical and cost evaluations, with consideration for reference checks.
Minimum qualifications include one year of experience performing assessments or evaluations in the construction or installation of environmental modifications and one year of experience contracting with state or federal government agencies, or programs for individuals with disabilities.
Liquidated damages may be assessed if invoices are not submitted within 30 calendar days of acceptance, as outlined in service level agreements.
In-person site visits are required for initial and post-modification evaluations, and may be required for mid-modification evaluations.
Disqualification may occur for failure to comply with RFP requirements, including submission of incomplete proposals, non-compliance with MWBE requirements, or impermissible contacts during the restricted period.
