This is a public tender for approximately twenty-eight (28) 100 ft. x 200 ft. scrim reinforced polyethylene geomembranes. Bids must be submitted on the bidder's proposal form with a specification sheet attached. Bidders must indicate if their material meets, exceeds, or deviates from the specifications. Firm prices are solicited, and Cowlitz County will not accept additional charges such as freight or fuel surcharges. Payment will be made according to state statute in the month following delivery, provided a detailed invoice is furnished. Deviations or alternatives from specifications will be considered at the sole discretion of the county. The availability date of the material will be a consideration in bid acceptance. The bid proposal will serve as the binding contract document. Other public entities may elect to purchase based on this agreement with bidder's consent. The county reserves the right to reject any or all bids, waive informalities, and accept other than the low bid. The material will be used for interim covering of landfill surfaces. A manufacturer's certificate and a warranty for 90 days from the date of delivery are required. Post-delivery inspection allows the county to rescind the purchase if material does not meet specifications within 7 days of delivery. Delivery is requested within 45 days of the purchase order to the Cowlitz County Headquarters Landfill, **** South Silver Lake Road, Castle Rock, WA **** will be on a total package basis, but the county reserves the right to award on an individual item basis or in any manner deemed in its best interest. Award is subject to funding availability. The county may cancel any purchase order/contract if the bidder fails to comply with terms, specifications, or delivery completion date. The bid notice requests delivery within forty-five (45) days of the purchase order.
The bid notice states that payment for the material will be made according to state statute, in the month following the date of delivery, provided a detailed invoice has been furnished by the bidder.
The successful bidder warrants that all geomembranes delivered shall be free from defects in material and workmanship, conform to all applicable specifications, and be fit for the county's intended use. This warranty shall extend for 90 days from the date of delivery of the geomembranes and sandbags. Cowlitz County may also avail itself of the bidder's standard warranty if it is more beneficial.
It is the intention of the county to make award on a total package basis, but Cowlitz County reserves the right to award on an individual item basis or in any manner that is considered to be in its best interest.
To be eligible for award, bidders must indicate in the space provided adjacent to each item whether the material they are offering meets, exceeds, or deviates from the desired technical specifications, with a specification sheet attached.
The county may cancel any purchase order/contract, or any part thereof, by written notice at any time without penalty if the bidder fails to comply with the terms, instructions, specifications, delivery completion date, or to perform the work with diligence.
