The Texas Animal Health Commission (TAHC) is seeking a laboratory testing facility for phlebotomy services and related support. Proposals are due by June 30, 2026, 2:00 PM CST. The initial contract term is from September 1, 2026, to August 31, 2027, with two optional one-year renewal periods. The evaluation criteria include past performance, qualifications, experience (30%), compliance with specifications (30%), and cost (40%). No partial proposals will be accepted. Communication with TAHC staff is restricted after the RFP issuance.
Proposals must be received by the TAHC no later than June 30, 2026, 2:00 PM Central Time.
The TAHC recommends electronic funds transfer (EFT) for payments. Payments will be processed after the TAHC's receipt, testing, and/or acceptance of services. Interest may accrue on overdue payments as per the Texas Prompt Payment Act.
Proposals will be evaluated under a best value standard, with criteria including respondents past performance, qualifications, experience (30%), compliance with TAHC's statement of work/specifications (30%), and cost (40%).
Respondents must submit attachment D, Past Projects and Corresponding References, identifying a minimum of three past or current projects of similar size and complexity performed within the past five years, including contact name, email, phone number, title, project dates, deliverables, costs, and scope of work.
If contractor fails to comply with the terms of the contract, the TAHC may withhold payment and deduct costs incurred by the TAHC to remedy the noncompliance. Failure to submit reports or correct noncompliance may result in withheld payment.
Failure to sign the document, making false statements, or communicating with TAHC staff outside of the designated channels may result in disqualification.
