Seeking bids for flooring removal and installation services at Rio Grande State Center. Contractor must have at least 3 years of relevant experience and provide verifiable references. Services are to be performed Monday-Friday, 8 AM - 5 PM CT, with emergency response required within 1 hour. Contractor is responsible for all labor, tools, equipment, and materials. Background checks are required for all personnel. Contract term is from award date to August 31, 2026, with no renewals. Bids must be firm, fixed prices. Award will be based on best value to the state, considering meeting requirements, performance delivery, and price.
The contract will expire August 31, 2026.
Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe the work completed in detail. The agency must acknowledge satisfactory performance before approving invoices.
Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance delivery requirements, and price.
Bidders must have at least three years of relevant experience and provide a minimum of three verifiable references for similar services within the last three years. Personnel assigned must be at least 18 years of age and fully trained.
Failure to timely correct a deficiency may result in delayed payment or nonpayment. Violations of standards of conduct may result in being barred from future contracts or contract cancellation.
A formal protest procedure is available according to Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C.
Failure to submit required documentation, late responses, unsatisfactory past performance, or noncompliance with contract terms may result in disqualification.
