Floor Covering Government Bids & RFPs

Delivery is required within 120 days after the date of the Notice to Proceed.

Contract award will be based on technical acceptance and price considered best value to the government.

Offerors act as tier II installers and must purchase all carpet materials from mandatory tier I manufacturers.

A site visit is scheduled for June 24, 2026, at 9:00 am CDT. Attendance is recommended but not mandatory. Attendees will meet at 934th Air Force Reserve Station, Bldg 860, 2nd floor conference room 229.

Failure to comply with health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the default clause of this contract.

Quotes must be submitted no later than 05:00 p. m. EST on June 19, 2026. Delivery is expected within 120 days after contract award.

The award will be made to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the government, considering price and technical capability. The government award decision is not limited to the quote that only meets the minimum described in the technical factor and provides the lowest price.

Offerors must be small businesses and act as tier II installers, purchasing all carpet materials from mandatory tier I manufacturers. Vendors must provide an authority to operate (ATO) and programming keys of the Edwards fire alarm system.

A site visit is mandatory and will be held on June 9, 2026, at 1:00 p. m. EST. Please email ***@***. *. * for attendance and base access information.

The project completion date must be on or before July 31, 2026.

It is the government's intent to make award to the low cost responsible and responsive offeror who provides the most advantageous, reasonable, and negotiable offer to the government.

Prospective contractors shall be registered in System Award Management (SAM) prior to award.

A site visit will be offered on Wednesday, June 3, 2026, at **** walk is mandatory to be considered for the contract.

Incomplete submissions may be considered unresponsive and ineligible for award. Failure for a contractor to be registered in SAM shall result in the contracting officer to proceed with the next successful registered offeror.

The contract will expire August 31, 2026.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe the work completed in detail. The agency must acknowledge satisfactory performance before approving invoices.

Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance delivery requirements, and price.

Bidders must have at least three years of relevant experience and provide a minimum of three verifiable references for similar services within the last three years. Personnel assigned must be at least 18 years of age and fully trained.

Failure to timely correct a deficiency may result in delayed payment or nonpayment. Violations of standards of conduct may result in being barred from future contracts or contract cancellation.

A formal protest procedure is available according to Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C.

Failure to submit required documentation, late responses, unsatisfactory past performance, or noncompliance with contract terms may result in disqualification.
